What is WhatsApp Business API, and does a tour operator need it?

WhatsApp Business API is not an app you install. It is the WhatsApp Business Platform, and the Cloud API is the version Meta hosts, which turns your number into something software can send and receive on. You need it when more than one person answers your enquiries, or when your bookings live in a system that should be replying for you. Since 1 July 2025 Meta charges per template message delivered, not per conversation, and the categories are marketing, utility and authentication. Service messages have been free since 1 November 2024. Most of what a small operator sends is free anyway: anything sent inside the 24 hour window that opens when a traveller messages you costs nothing, and answering a Click to WhatsApp ad within 24 hours opens a 72 hour window where every message is free. So the monthly bill for an operator who mostly replies to people is a handful of reminders, not a per-message tax on the season.

Every Indian operator already sells on WhatsApp, and then an agency quotes them ₹8,000 a month for "the API" and nobody can say what it is or whether messages now cost money. Every rule and date below was read off Meta's own developer documentation on 10 September 2026.

The green app and the Platform are two different products

The WhatsApp Business app is the free green app on a phone. One phone, one person holding it, quick replies and labels. It is genuinely good, and if you are a solo trek leader doing forty bookings a season, stop reading and keep using it.

The WhatsApp Business Platform is the other product. Meta's developer documentation describes the Cloud API as the way to "programmatically message and call on WhatsApp", and aims it at developers rather than at you. There is no app. Your number becomes something software talks to, so a booking system can read what a traveller sent and reply, and four people can work the same number without passing a phone around.

"WABA" is the third piece of jargon. It stands for WhatsApp Business Account, the container Meta holds your phone numbers and message templates in, inside your Meta business portfolio. "We will set up your WABA" means that container plus your number registered against it.

What Meta charges for, and what is free

The model has changed twice, which is why so much of what you will read about it is wrong. Until 1 July 2025 Meta charged per 24 hour conversation. Since that date it charges per template message delivered. Anything written before mid 2025 that talks about conversation pricing is describing a system that no longer exists, and that makes a decent test of whether the agency quoting you has read the current docs.

There are four categories in the docs. Marketing is promotion. Utility is transactional, an order or booking update. Authentication is one-time codes. Service is a plain reply to a customer, and service messages have been free for every business since 1 November 2024.

The rules that decide your bill are these, all four straight out of Meta's pricing page:

  • A traveller messaging you is never charged. Inbound is free, always.
  • The customer service window. When a user messages your business, a window opens and stays open for 24 hours from their last message. Non-template messages can only be sent inside it, and inside it they are free.
  • Utility templates inside an open window are free. Outside a window, a utility template is charged.
  • Marketing templates are always charged, window or no window.

Then there is the rule that matters most if you run ads. Meta calls it the free entry point. If a traveller reaches you through a Click to WhatsApp ad or a Page call-to-action button and you respond within 24 hours, that response is free and it opens a free entry point window of 72 hours in which any type of message is free. Three days of conversation with a person who came off an ad, at no message cost. Send the same ad traffic to a form and follow it up on Thursday and every template you send is billable.

Meta's own worked example on that page runs like this. A business sends four messages to one user: a marketing template at hour 0, charged. The user replies at hour 2, not charged. A plain text message at hour 3, free, because the window is open. A utility template confirming the order at hour 4, free, same reason. The window shuts at hour 26. A utility template at hour 30 is charged. Four business messages, two charges, and both of them were sent to somebody who was not currently talking to you.

The India rates, and why they are not printed here

What Meta does state on the page, and what you can plan around, is dated and specific:

  • The current rate cards are marked effective 1 July 2026. Rates differ by the recipient's country calling code and by category.
  • India moved to a higher marketing rate on 1 January 2026. Marketing is the expensive category here, and it got more expensive.
  • Volume tiers give a lower rate at higher volumes, and they apply to utility and authentication only, not to marketing. They are counted across your whole business portfolio and reset monthly. Meta notes the tiers differ by market, with India named as one of the markets that has its own.
  • INR billing began on 1 January 2026. Eligible customers must have every WhatsApp Business Account in their portfolio migrated to INR by 31 December 2026, because from 1 January 2027 Meta says it will no longer deliver messages for non-INR accounts of eligible customers. If a vendor is running your number, ask them today whether your account is on INR.

Date every number you write down. This model changed on 1 November 2024, changed again on 1 July 2025, and India's marketing rate moved on 1 January 2026. Anything you budget for a season should be checked against the live rate card the week you budget it.

A realistic month, counted

Do the arithmetic. You sent 2,330 messages and 410 of them were billable, which is 17.6%. Take the marketing push out and you sent 2,030 messages of which 110 were billable, 5.4%. Multiply 110 by whatever your INR rate card says a utility message costs and that is the entire monthly bill for the operator half of this business.

The one marketing push accounts for three quarters of the billable messages, and the 720 conversations account for none of them. Every rupee you spend goes on talking to somebody who is not currently talking to you, which is the honest definition of what a marketing template is.

Verification, and the 250-customer ceiling

You do not get to message the world on day one. Meta caps how many unique customers a business portfolio can message in any 24 hours, and the tiers in the documentation are 250, 2,000, 10,000, 100,000 and unlimited. A new portfolio starts at 250.

Which kills the 300-person Spiti push in the September table. It hits the 250 ceiling on day one, so you split it across two days or you get off the first tier before the season starts.

There are three routes to 2,000 in the docs: verify your business through Meta, have an authorised partner verify it, or deliver 2,000 messages outside customer service windows to unique numbers within a rolling 30 days using templates with a high quality rating. Meta then reviews your message quality and approves or denies automatic scaling. Above 2,000 the tiers move up on their own, provided quality holds and you have used at least half your current limit in the last seven days.

Verification itself happens in Meta Business Manager and only a Business admin can complete it. Meta's developer documentation does not list the accepted documents, it points at the Business Help Centre, so this guide will not guess at the list either. Expect to prove your legal entity name and address, and set aside more than an afternoon.

So do you need it?

Stay on the free app if one person answers every message and you are not running ads into WhatsApp.

Move to the Platform when one of these is true, and not before:

  1. More than one person answers. Two people cannot hold one phone, and sharing a login is how a traveller gets answered twice at two different prices.
  2. You run Click to WhatsApp ads. The 72 hour free window is only worth something if software is there to open it at 11pm.
  3. Your bookings live somewhere else. If a confirmation or a balance reminder has to be retyped from your booking system into a chat, that is the job the API removes.
  4. You are losing enquiries between apps. The traveller who messaged Instagram on Monday and WhatsApp on Thursday is one person, and on two phones she is two strangers.

What the number on your poster is doing today

That number is almost always a personal one, running the free green app on a handset one person carries. It is printed on two seasons of posters, on the van, and in the bio. Nobody set it up wrong: a number a human picks up sells treks better than any form on any website, and it costs nothing to run. It fails in four places, and none of them is the software.

If one person answers everything and you sell forty seats a season, the green app is still the right answer and this whole page is a plan for later.

What it looks like once the number is connected

Those four reasons are all the same problem, and here is what the other side of it looks like. What to do this week

  1. Count how many messages you sent last month that were replies to somebody who had just messaged you. On most operators' numbers that is nearly all of it, and under Meta's rules it is free.
  2. Open Meta's pricing page and take the INR rate card. Write the marketing and utility figures down with the date next to them.
  3. Multiply your reminder count by the utility rate. That is what the Platform costs you.
  4. Decide whether more than one person needs to answer the number. If yes, that alone is reason to move.
  5. Start business verification before you need it, because tier 250 bites the first week you push a departure.
